Timothy J. Engelbert’s extensive community experience speaks to his enduring commitment to Fort Worth. Engelbert is a current member of as the Association of Advanced Life Underwriters. Additionally, he serves on various committees within the Fort Worth Club, and a founding board member of Investing in Others Greatness (IOG), a non-profit dedicated to helping Texas families in need. He previously served as a board member of the Knights of Columbus, the Fort Worth Association of Insurance and Financial Advisors, and the Serra Club of Fort Worth.

As a Life Underwriter Training Council Fellow (LUTCF), Engelbert entered the life insurance industry upon graduating from the University of Nebraska with a degree in Business Administration. Engelbert moved to Fort Worth, where he built a practice within the Fort Worth branch of the Connecticut Mutual Life Insurance Company. In 1988, he joined The Dike Company, going on to specialize in estate planning, business insurance, and employee health benefit plans. In 2017, The Dike Company merged with Higginbotham, a firm headquartered in Fort Worth, Texas. Tim is an essential part of Higginbotham’s solution by offering life insurance through Texas Financial Partners.

Engelbert and his wife, Julie, have three children: Colin, Kyle, and Cami.

Kyle G. Mills brings to Texas Financial Partners 25 years of business experience working with large and small enterprises. His career as a financial advisor began in 2009 as a corporate benefits consultant with a leading provider of human resources and employee benefits. Mills transitioned to life insurance in 2014 when he began working with Mills Financial Group, founded by his father, Gray Mills, in 1969. He has since dedicated his talent for using technology to help advisors analyze and communicate the benefits of advanced life insurance strategies. He shares Texas Financial Partners’ mission to continue his father’s legacy by providing ongoing service to existing clients and the next generation of Fort Worth families. 

Mills specializes in premium finance strategies that involve large, complex transactions between high-net-worth clients, insurance carriers, and private banks. 

Also known in the industry for developing digital communication tools that allow advisors and their clients to make better decisions, Mills is a strong believer in the power of technology to help clients analyze their options. He describes his application of technology as Advanced Marketing for Advanced Sales, because complex financial strategies require an equally sophisticated plan to communicate value. Mills says, “I believe the next generation of high-net-worth clients will continue to value personal relationships with advisors; however, they will also demand more and better data to support their financial decisions.”

Mills has a Bachelor of Arts from Texas Christian University in Fort Worth, and a Master of Arts from DePaul University in Chicago.

Jay F. Wheless comes to Texas Financial Partners with 15 years of experience with closely held family businesses. He began his career as an accountant at a family-run business, before taking on responsibilities as a controller, and later, Chief Financial Officer. He also has eight years experience in life insurance, having worked alongside TFP Principal Todd S. Healy as far back as 1984, as well as 10 years’ experience as an executive at community commercial banks in Corpus Christi.

His strong background in accounting gives Jay the insight to assess his clients’ current financial condition, which he believes is a necessary foundation for any financial plan going forward. Understanding his clients’ financial and life insurance needs allows him to provide the best options to fulfill them, and he works closely with his clients’ other financial, legal, and investment advisors to do so.

With his extensive experience in closely held and family-owned businesses, Jay is especially responsive to the financial needs of small business owners. Not only does he understand the challenges they face, he knows the opportunities available to them as well.

Wheless holds a BBA in accounting from the University of Texas at Austin. He and his wife Marsha, who are both Corpus Christi natives, have three daughters and five grandchildren. They love tennis and music—both perform in the First Baptist Church of Corpus Christi’s music ministry, where Jay plays trombone and Marsha sings in the choir—and Jay is a proud active member of Rotary International.

Carolyn J. Smith comes to Texas Financial Partners as a CPA with 30 years of public accounting experience focused in the areas of estate, continuity, and post mortem planning. By working collaboratively with her clients’ advisory teams, the challenging planning process is accelerated. This also helps to ensure that families and their businesses meet their personal and financial objectives.

As a founding member of the newly formed San Antonio Exit Planning Exchange, San Antonio Chapter, Smith demonstrates a continued commitment to helping others plan effectively. Currently, she also serves as a board member for the San Antonio Estate Planners Council, San Antonio Planned Giving Committee for The American Red Cross, and the Development Board for Clarity Child Guidance Center.

She is a Chartered Advisor in Philanthropy (CAP) and holds a Group I Life and Health License, and is a certified General Securities Representative (Series 7 & 66).

Smith holds a Bachelor of Arts from the Texas Lutheran University. She and her husband, Jeff, live in New Braunfels and have one adult son. They are both active in their faith. Carolyn serves as a leader with her local Stephen Ministry, and Jeff regularly shares his gift of music during church services.

Celeste C. Moya joins Texas Financial Partners as a Director, bringing more than a decade of experience in life insurance product management, competitive intelligence, case design, advanced planning experience, and planning for foreign nationals, specializing in the Latin American market. Having gained valuable experience working with a large producer group, as well as at the insurance company level, helped Celeste develop a deep, sophisticated, and comprehensive understanding of life insurance products. This allows her to find optimal product solutions and create strategic life insurance plans to assist clients with wealth and legacy planning.

A member of the Association for Advanced Life Underwriting (AALU), Celeste is also a Certified Translation Professional (Spanish), and a Mutual Funds and Variable Annuities Representative License (Series 6). Additionally, she holds a Uniform Securities Agent State Law License (Series 63).

Celeste graduated from Baylor University in just 2 ½ years with a Bachelor of Science in Neuroscience. She lives in Austin with her husband, Efrain, their young daughter, and their two English Bulldogs. She enjoys CrossFit and reading.
